Anchored Hope Outreach empowers youth and young adults — particularly those aging out of foster care — in Norfolk and across the 757 region of Virginia. Without family support, many of these individuals face life-altering barriers like unstable housing, limited education, and lack of healthcare. We’re here to change that. Through compassionate, community-based action, we help build futures rooted in stability, independence, and purpose.

Our mission is to provide for the financial health, mental health, and social health of youth and young adults. We focus on bridging critical service gaps for those aging out of foster care by offering housing access, health and wellness resources, and financial education. Every program we deliver is designed to build a strong foundation for long-term stability and empowerment.
We envision a future where youth exiting the foster care system are not left behind but are launched into adulthood with confidence, support, and the skills to succeed. Anchored Hope Outreach aims to break generational cycles of poverty and housing instability by offering practical resources, mentorship, and a community that believes in the potential of every young adult.

Founder & Executive Director
Bishop Joel Vincent Brown is a pastor, teacher, and prophetic leader with a heart for transforming lives across the 757. As Senior Pastor of New Jerusalem International Christian Ministries and founder of NewJ Norfolk, he has dedicated his work to strengthening communities and building stable futures.
His passion for outreach led to the creation of Anchored Hope Outreach, where he focuses on bringing financial wellness, mental health support, and social stability to youth and young adults — especially those aging out of foster care. Bishop Brown also leads Vincent Ministries and the JVB Movement, providing faith-centered guidance, mentorship, and empowerment.
Known for his clarity, compassion, and ability to activate change, he continues to inspire individuals locally and nationally to step into their purpose and build strong, healthy lives.

Board Member
Reginald Bolton Sr. is a retired Navy veteran and fire service professional with a lifelong commitment to service. His career taught him discipline, resilience, and the importance of community — values he brings to Anchored Hope Outreach.
After decades of protecting both his country and his city, Bolton remains dedicated to making a positive impact. He is passionate about supporting youth, lending a helping hand where it’s needed, and living a life that honors God, family, and purpose. His steady leadership and service-driven mindset strengthen the mission of Anchored Hope Outreach.


Cherelle Alston
Board Member
Cherelle Alston is a faith-driven entrepreneur, wellness advocate, and real estate developer whose work centers on healing, community building, and purpose. Through her wellness brand, Healing for Life Journey, she helps individuals pursue health and restoration through biblical principles and natural living.
She is also the visionary behind CoppaSquat Villas, a tiny-home housing initiative providing peaceful, affordable community spaces, and the founder of GigConnection Logistics, a transportation company built on excellence and integrity.
Cherelle’s blend of ministry, business leadership, and community development brings depth and insight to Anchored Hope Outreach’s mission of supporting young adults on their path to independence.
